The thing is that, there are many pokemons that are not available to catch in pokemonindigo. Only some pokemons are enable to be caught but however there were all data of all pokemons before but it has been removed by which we are not able to use firebug to change the pokemons level and the pokemon. We used it very before which was really powerful and full working. Firebug is the addon of firefox which enables to change the codes of the website. I think you wont get a groudon now in any map or room or by using firebug. Some people have them because they have used the cheats before. Now you can get it only by trading it from another trainers.
