Pictures on an SD card are not regarded as belonging to the computers file system (because the card with them on can be removed) and to store them in the trash can, they would have to be copied from the card onto an internal disk during the process of deletion. Deletion does not usually move a file, it just changes the file header and move a reference to it to the trash can. When you restore a file you just change the header back. Obviously this would not work if you tried to restore a file on a SD card once the card is removed. Therefore the "trash can" system would/does not work for removable storage.
