You can find Suicune on different places in the world, and Raikou and Entei can be anywhere. They're like all the other pokemon, but they're extremely hard to find, just keep looking (:

You cannot revive the burned tower. The tower will always remained burnt. It is only useful for finding the three legendary dogs. Other than that, there are only a few items and Pokemon to find, like Magmar.

first you have to beat the ekruteak gym...Then you need to find the rainbow wing [located in JOHTO]... then go into the tin tower/bell tower...you will need a bike to get through the obstacles inside the tower...Ho-Oh/the legendary bird will be on the roof of the tower.....GOODLUCK i would recommend a great ball, a water type Pokemon and/ or an ultra ball... :)
