If I understand your question right, you should have 4 vacuum lines connected to it. The top one connects to the carb by the bowl area; the next one connects to the rear of the carb; the next one comes from the vacuum advance on the distributor and connects to the middle vacuum port on the TCS; the last one connects to the trans line and to the front of the intake manifold. You use a "T" in the line for this one. If you had a GM factory repair manual you'll find a drawing showing how the lines go. Check, YearOne, OPGI, the Parts Place, USA parts, Kanter auto parts, etc.

This is the procedure for resetting the tsc light on the 99 Acura RL which should be the same. Set the parking brakes,push and hold the tcs switch (button) turn on ignition switch hold for 4 to6 seconds let go of tcs switch (button) should blink twice push button again light should go out,turn off ignition,then recheck for codes. Repeat if necessary.

There should be a sticker somewhere under the hood showing a diagram of all the vacuum lines and where they go.
On the underside of the hood near the front there is a diagram of your vacuum hoses and where they go.
Could it be an exhaust/release line? The year, make and model would also help.
1. Check the vacuum line. Is it broken or disconnected? 2. Look under the hood 3. Look near/around the battery, windshield wiper fluid tank. 4. Check for a bundle of wires that go to the firewall. Some lines (3mm diameter) that are either black or purple are vacuum lines. P.s. This vacuum line is controlling the air flow mode switch (on the dashboard). After you fix this vacuum line, you can control the airflow correctly via the mode switch.

The TCS (Traction Control System) has no bearing on the speed at which you can travel. The car will travel the same speed with the TCS on or off.
