The lever on the dragon's back will put it to sleep for just a few seconds. You have to get to it from the rear, avoiding the spike ball and without jumping up on the dragon. use the grappling hook to make sort of a slingshot and then turn around and get out the bow and arrow and shoot the slingshot and then the arrow will bounce back and will hit an eye if you aim carefully and do the same thing to hit the other one it will take some time though
