Horses can be purchased from an NPC at Hengstacer Farm, Bree-land.
In Lord of the Rings Online (LOTRO), there is an area called Bree-land, in which there is the town of Bree. On your map, in the Bree-land area, there is a stable (that icon of a horse head) named Hengstacer Farms (or something very close to that). If you hover your mouse over [that icon of a horse head] it'll come up with the name of that stable.
