After you beat the Elite Four and Champion, then you go to the weather institute close to Fortree. Go and talk to the guy upstairs. He will tell you if there is either a drought or Downpour. if he says Drought ( groudon) he will tell you which route. Go there and there will be a cave somewhere. Groudon is in it. same with Kyogre, but he will say downpour. and you probaly have to use Dive to get to the cave. Once you catch one you can get the other by doing the same thing
