Rayquaza is not in leafgreen, trade one from ruby, sapphire or emerald to leafgreen.You can't without an AR.

have a Pokemon emerald trade to ruby/sapphire, which then R/S trades to leafgreen. i don't think you can catch Rayquaza in Ruby, but I know Emerald is easier.
The only way to get Rayquaza is to trade it from another game. If it is coming from Ruby, Sapphire, Emerald, FireRed, or LeafGreen, it can be found in the Field section of the Pal Park on Route 221.

Impossible. Rayquaza inhabits Sky Pillar in Hoenn. (R/S/E required). Rayquaza can't be migrated. Why? Fly!
