i have the same problem but the pokedex says vermilion city and i tried with a good rod and got nothing, try a super rod
caught a level 24 male shellder with a super rod in vermillion city at the water source in front of the Pokemon center; on a side note it happened to be holding a pearl

Red, Blue, Green (only Japan), Yellow (special Pikachu edition), Gold, Silver, Crystal, Ruby, Sapphire, Firered, Leafgreen, Emerald, Pearl, Diamond, Platinum, Heart Gold, Soul Silver, and then White and Black which are in the making right now!
