after you defeat team rocket at the radio tower and save the director from the underground in goldenrod the director will give you a bell. You then take that bell to the tin tower in Ecruteak city. There wii be three sages you must battle. One will have a noctowl and flareon. The second will have a noctowl and jolteon. The third will have noctowl and vaporeon. After you beat them you will go into the actual tower and suicune will be there to battle and catch. Hes not hard at all to catch. I caught him with a great ball. Hes at level 40. Hope this helps. :)
