The only way to get Zapdos is Pal Park or Cheating-Device or a newer option is if you or someone you know has Pokemon Platinum Version then you can catch it in there. It is roaming around Sinnoh so in order to get you are going to have to catch it. An easy way to catch a legendary that is roaming is use a Max Repel when you are in same area as it because it is one of the only Pokemon you will see.
