If you're talking about Pokemon Pearl, in the beginning of the game, there is a piplup, chimchar, and turtwig. If you choose the piplup, you'll have to wait for it to evolve into a prinplup, and then an empoleon. There you have it. OR you can trade something for an empoleon with your friend that has a Pokemon game in the diamond, pearl, and platinum series.

∙ 12y agoYou can't catch starter Pokemon out in the common wild. If you are looking for one outside the Sinnoh region, well, in SoulSilver/HeartGold you can only get it through trading; in Black/White then you need to PokeTransfer in the PokeTransfer lab that is located just before Black City or White Forest (depending on your version ;D) you'd obviously need another Nintendo D.S. (any kind) for this and a Pokemon Pearl/Diamond/Platinum with a Piplup in there. If you need a new Piplup because yours is already evolved, wait for Lucas' sister to say where is the Ditto, catch it, put it in the Daycare with your "once-a-Piplup" and wait for the egg, there!
