You need Relicanth and Wailord in your party to catch the Regi Pokemon as they are the Pokemon which can unlock all the chambers around Hoenn. The underwater cavern which allows you to unlock every Regi chamber requests that you have a Relicanth and a Wailord in your party. These Pokemon and no others serve as a key. Their pressence fulfills the caverns request and the chambers are unlocked. Relicanth and Wailord also serve as useful Pokemon as between them, they can learn most of the HM moves required to encounter the individual Regi Pokemon. However, they are only necessary for the underground cavern.
