You cannot catch Xatu directly, you have to evolve a Natu. Natu can be found in the Ruins of Alph, but to get to the patch of tall grass where Natu can be found, you have to go through Union Cave and head as far to the northwest as you can. I cannot remember the route exactly, but after a fairly long trek (which includes Surfing), you pop out of the cave in a previously unaccessable area of the ruins. Search around in the tall grass for a while and there should be Natu and Smeargle (both level 20-25) around.
An alternative method is to trade with a man in Pewter City Pokemon Centre for a Haunter, but in doing this you'll probably end up with a rubbish and unchangeable nickname for it.
