You should have that done by a technician. It is illegal to charge a system without repairing leaks, and it is clear that you don't know how to do that.
just asking this question suggests that you should not try to charge it
Have an AC shop evacuate the system. Some shops will recharge the system after repairs and not charge for refrigerant, they just give you yours back.

People only value something when they run out of it or have to pay big bucks to keep it clean. So far we don't charge for the use of air and the need to return it to the environment in a pristine condition is not enforced. Air is an economic resource (try ro run a heating system without it) but we are too foolish not to charge for its use.

My first guess would be that the system has lost it's charge. When the system is empty it won't allow the comp to run. If it did run empty it would self destruct for lack of oil for lubrication.
