BassGS is the only version of Bass you actively look for before the omega navis, and is found in Secret Area 3 once you feed the bugfrag trader there 300 bugfrags, jack out, and then revisit the area.
In Megaman Battle Network 6, It doesn't have The Undernet 3, but it has Undernet Zero where you can fight Bass at there.
Bass is not just in Battle Network, just as Megaman is not just in Battle Network; he is merely that series' incarnation of the franchised character. The name Bass is the English version of the name, and is meant to correspond with the robowolf Treble (get it!?). Treble is Bass's version of Megaman's robodog Rush. In Battle Network, Treble is effectively converted into Gospel, as the features are similar and the two team up at the end of MMBN 3 to create the super powerful BassGS, or Bass Gospel Soul.

You can fight Bass all over the place. Really: Undernet 3, what I can only describe as the "Alphanet," and Secret Area 3. He is invincible in the first location however, and only the final one will yield a chip (Bass+ for 550 damage woot! It's in an awful code though . . .). To fight this final version, feed the bugfrag trader in Secret Area 3 300 bugfrags and jack out. Then jack back in and return to the trader. And suddenly . . . the epic music of a cutscene begins . . .
Which iteration? He is fightable right after FlamMan in Undernet 3, and BEATABLE right before Alpha at the end of the game and in Secret Area 3 as Bass GS. For this version, which you actually get a chip for (golly!) feed the bugfrag trader 300 bugfrags, jack out, and come back. The Gospel Virusbeast will growl at you, and Bass GS will emerge.
Rank 8 is in Undernet 3, where you fought FlamMan and Bass. And it just so happens that it's a very familiar navi . . .
