once u have all the pokemon, 'cept celebi, go to the shrine in ilex forest and then go to where you caught lugia and u will find a time Flute, go back to the shrine and play it, then a level 30 celebi will appear, with razor leaf, confusion, psybeam and vine whip, if uy don't catch it, go to ilex woods a day later and it will be there again

If you want to SEE celebi, enter a password and find her out in the entrance to the pokepark. She plays chase.
