First, get to the Shiver Camp. Leave and start heading towards Almia Castle. Eventually you will come to a dock, and an Empoleon should be standing somewhere near it.

Or, you could get to Almia Castle, and outside it, there should be an Empoleon walking around.

An Empoleon is the only way to get to Almia Castle if you cannot fly there.
