Gallade is not found in the section of the Altru Corporation known as the Altru Tower, but in the lower section known as the Altru Building. After you defeat the four Dim Sun Admins (on the 9th floor) you will unlock the room which contains the Yellow Gem. This is the room in which two Gallade will appear. However, they will only inhabit that room after you have finished the main plot - ie. once you capture Darkrai.
