In pearl go to the old abandoned chateau in eterna forest. Go into it after 8pm and before 4am and then go to the room where the TV is. Walk up to the TV and press 'a'. Rotom will be there, lv 15 with no gender. After you catch it, it will not come back. If you knock it out, come back the next night and it will be there again. You can breed it with a ditto.
