You have to go to the inventory menu, click collections tab, -> mission collections. This will give you the option to ask mafia for help on the relevant mission that contains the calibration manual. when they find it (by doing a random mission over and over) you will get the piece. Alternatively, you can trade in one of the facebook mafia wars trade groups such as kingpin trading market or mafia wars trading club. (links attached)
