Kecleon can be found in Routes 118, 119, 120, 121 & 123, as well as by the Devon Scope on 120 (going down to the water and on the bridge - Steven will guide you to the latter). You startle one in Fortree (on the way to the gym), but it leaves.

Now go back to the gym in Fortree City, and press "A" to the place where you can't get in. The Devon Scope is automatically used, and you'll see a Kecleon getting away.
