You can only get them in the Black & White, Black 2 & White 2.
The Prism Scale cannot be obtained in Pokemon Omega Ruby and Alpha Sapphire. You'll need to trade for a Pokemon holding the Prism Scale to get it.

Unfortunately, the Prism Scale does not exist in Platinum. In order to evolve Feebas, you must maximize its beauty. Do this by feeding it many dry-flavored poffins.
The volume of prism A can be calculated by applying the scale factor A to the volume of prism B. Since the scale factor A is 1, the volume of prism A is also 1000 cubic feet.
There are no poffins in Pokemon White. If you are wondering how to evolve a Feebas, you need to trade it with a Prism Scale, or take it for massages. These do increase its Beauty (in Black/White only) although this is never shown, and the values are not used for anything else in GenV.

to evovle feebas u must first find a prism scale somewhere in the game. next u put it on feebas to trade since there r no contest to level its beauty. u trade it and it will evolve
