You go to the Power Plant and you can find the TM there
in the game corner you have to buy or win coins for buying it
What you do is go to the power plant where you catch Zapdos and find it that is all
You go to the caledon mall and go to floor4 and buy it.
TM25 which contains Thunder is located in the Power Plant which is placed just South from the entrance of Rock Tunnel and you will need Surf to reach it.
