well if u want a glaceon, get an eevee and evolve it by using this one rock thing somewhere around a snowy place(not like a moon stone or anything) then u touch it and when eevee evolves it'll become glaceon. if u just want to find some random guy with a glaceon, talk to the trainers that r collectors and they usually have some kind of form of eevee. i havent got a glaceon but i got a eevee and I've seen some dudes with glaceons. they're usually big dudes. hope this helps! :)
