Sadly after months (minutes :D ) of research, I have finally accepted that Ghetsis cannot be found even after you find all the sages in Pokemon Black/White. There are rumours though that he has been spotted near Black City/White Forest, depending on which game you have.

First, you have to get all 6 sages that are hiding, while your doing that, after you get one sage, looker comes and says that the seventh sage (Ghetsis) is notwithstanding, which means that Ghetsis is not arrested yet, so you have to find him either by beating the elite four again, or finding him behind the trees in white forest/black city.
What does looker tell when you find all the 7 sages?
Looker goes away after you find the Seven Sages.

There are plenty of things you can do after you find the sages. If you haven't already beat Alder the champion catch the rest of legendary pokemon, Do musicals, finish the pokedex, fight cynthia, find relics, and do wi-fi battles. And wait for the next game

You can only find SIX sages, Ghetsis and N disappear. Idk why they made it like this, Maybe they will make there first franchise from this.

I have looked around, but nobody seems to know; not even the people with cheats. I have a feeling he is not in the game anymore, along with N, and was meant to forget about. ~Lucario
