the way you get liquor on mafia wars is on the enforcer level you must produce it to be able to do certain jobs . the job to manufactor it is call Distill Some Liquor
Obvious answer if you understand, but most do not see that there is more suplementry task below the Normal Jobs.
KEY POINT - LOOK BELOW THE FIRST LIST OF JOBS.
You will then see a job called "Distill Some Liquor"
