well on pearl/diamond after you beat Cyrus in the spear pillar then capture palkia/diagla go to lake verity then surf out to the cave place in the middle of the lake prof.rowan will talk to you in the cave then go talk to mesperit, mesperit will run away in order to track it down go to the company that sells things for your poke thing on the bottom screen the boss will give you a Pokemon tracking device you need it for mesperit and cresselia of what ive heard then you follow mesperit around sinnoh region if your near mesperit then go in the nearest tall grass, its like a big game of tag around the map cause mesperit when you get near it it will run away like if ur in enterna and your near it it will just fly all the way to like sandgem town then you need to fly there
