Pikachus can be found in the Viridian Forest or the Power Plant. If you are referring to Pichus, (their babies) you need to pass the Elite 4 and go to Four Island, the old couple there will agree to take care of your Pikachu (or Raichu) then leave a Ditto there with it; and you will find an egg later which can hatch into Pichu.
