At the lake of rage! Use surf near the first guy you see by the water and red gyarados should be swimming around. you need a ultra or great ball to catch it. It will be a level 30 so you need to get the hp very low before you throw the ball. Bring your first Pokemon with you. It should be level 40.

∙ 14y agoIn Pokemon Gold/Silver, the red Gyarados is know as a "shiny" Pokemon. This means that is is an extremely rare color differentiation of the Pokemon, except for on Gold/Silver, where you get one in the Lake of Rage. So, in Ruby, you must keep fighting Gyarados in the wild until you get a "shiny" one; the red one.
