I belive you go to the Old Chateu (where all the ghastlys are) in Eterna forest. Go to the middle room upstairs. Then you go to the room with the TV and it will say that there is a Pokemon in the TV and ask you if you want to batle it. Click yes.
P.S. Rotom is level 15 and on my game I used a level 22 Pokemon against it and used pursiut on it.
