You can find all the evolution stones underground by digging. If you get lucky you may dig up some. I find the most common are the thunder stones. I have dug up moon stones, fire stones, water stones, and sun stones. There may be more. I've just remembered! I've also dug up leaf stones but no shiny stones.
There really isn't a specific underground section to get sun stones. You just have to be lucky to find them. Sorry if this doesn't help much.
