you get it from cynthiasve grandmother in celestic town. go to cave entrance, talk to galactic grunt and fight him. beat him and the grandmother will come and say some stuff. go in the cave, click on the painting and the granny will come in, say more stuff and give you surf! (you have to have the fifth gym badge to use it).
