In the US, military surplus 7.62x54R ammo (used in the M/N rifles) is about as cheap a centerfire cartridge a you will find. However, for a FIRST rifle, I would suggest a .22 LR for anyone.
depends on the use. Hunting? paper or home protection? Federal Winchester or Remington make ammo for this. There are surplus ammo you can find at a lower price them commercial hunting or match ammo. Make sure the surplus ammo does not have corrosive primers.

None. Just the 7.65x53. Some surplus ammo is still on the market (although it can be difficult to find), and there's also ammo being manufactured commercially by Norma and Privi Partisan (the Privi Partisan ammo might also be sold under the Wolf Gold name).

Still loads in the UK, I have a Lee Enfield No 4 Mk2 in .303 British and a Mauser K98 in 8mm Mauser. There are still loads of these sorts of rifles around. ............................................ Various military surplus stores are now providing you guns, rifles and other military product. Some of them are untouched or some are second handed as well.
Armygear.com is a good place online to start. Otherwise, I suggest going to an army surplus store or looking on craigslist. Perfect places to find cheap military footwear.
