You can't. The Carson City mint only operated from 1870 to 1893.
1921 silver dollars were minted at Philadelphia (no mint mark), Denver (D) and San Francisco (S).
Please look at the coin again. There are no 1921 CC Morgan dollars.
I'm assuming that you are referring to the Morgan Dollar, 1878-1921. The mintmark (D, S, CC, or O) appears on the reverse of the coin underneath the eagle.
With a date of 1889 this is a MORGAN dollar (1878-1904 & 1921) and the mintmarks are on the reverse of the coin just below the wreath and above the letters DO in dollar.
Remember that CC is just one possible mint mark on a silver dollar. It could have an S (San Francisco), O (New Orleans), D (Denver, 1921 and later), or no mint mark if it was struck in Philadelphia. > On a Seated Liberty dollar (up to 1873) the mint mark is below the eagle on the coin's reverse. > On a Morgan dollar (1878-1921) the mint mark is below the wreath and above the letter O in "ONE"

Keep in mind that not all silver dollars have the CC mintmark. If your coin does have a CC mintmark it would be above the DO in dollar on the back of the coin.
