There is an old couple on top of Mt. Pyre past where you beat the Team Magma Admin. Talk to both of them: one will tell you the story of Groudon and Kyogre (I think that's the old man); talk to the other (probably the old lady) and she gives you the Red Orb. In Sapphire, you get the Blue Orb instead of the Red Orb, and I'm pretty sure the old man gives it to you and the lady tells you the legend
