go to moomoofarm on route 39 and heal their miltank with oran berries and then the little girl will give you the ball capsule case
You will need to use 7 oran berries.
afterwards, (if you already know where to get more seals ignore this part) you can go to Olivine city and in the house closest to the lighthouse the little girl there will give you 3 seals everyday.
