My flasher in my1987 and 1992 Lesaber was way up under the dash over the left side of the steering wheel. The lower flasher was for the four way flasher and the higher one was to the turn signals. Mine was in very tight quarters.
You can find the heater wiring diagram for a 1989 Buick LeSabre in the vehicle's owner's manual. You can also obtain it from various auto part stores.

it's normally under the dash.. turn on the turn signal and find the device that is clicking. That shoudl be the flasher unit/regulator/relay
Under the dash on the driver side there are two, once you pull the panel down, there is one on the panel, then reach up inside there is another inside a bracket. -Nick

Should be at the end of the upper radiator hose.
The Buick LeSabre doesn't have horns or antlers. Search hard and you'll never find 'em.
