The flasher unit is incorporated as part of the hazard flasher switch. Just prise the switch out gently, then release the two red tabs at the rear top and bottom of the switch. Once they are released you can remove the plug and wires.
Generally speaking the flasher unit is on the fuse box.
The flasher relay just pulls out. Pull the old one out and push the new one in.

If it is from a Passat, with the same year, it should.

locate it by turning on your emergency flashers and listening for the click. once you find the unit that is clicking, you have found the flasher unit
The cause for a turn signal flasher to keep clicking on a 1999 GMC Jimmy is a bad flasher unit. Replacing this with a new flasher unit should solve this problem.
