Fly to Cerulean City (Water City Gym)........ Go all the way right to Route 9 go all the way back and then take the top half of the paths then surf to the power plant hope this was helpful. :)
to get to the power plant you need to go to cerulian city turn right to the cave then go down simples meer lol

∙ 12y agogo to rock tunnel entrance use surf somewere up on the path were the poke center is and you will see the power plant be prepared to battle the legendary bird Pokemon zapdos you can catch him if its asleep or paralyzed i recomend to you buy x special def and ultra balls good luck
