This will require an expert and will only provide an approximation as to the bicycle's exact age. Other visual cues such as the bicycle components (cranks, saddle, handlebars, etc.) can facilitate the process of determining the age of a bicycle but are less reliable as bicycle parts are often changed over time to suit the needs of the rider.

If you want to know what kind of bike it is, it's far easier to just look at the bike, how it's set up and what components it has. With a bit of knowledge about bike characteristics that'll tell you what kind it is. It's like with cars, you don't need the VIN to tell if the car is a sedan or a pickup or a van.
The serial number is unique to that particular bike though, so should it get stolen and recovered, a serial number and a receipt is good proof of ownership.

If it is pre war it will have spaced out teeth on the front sprocket, this is typical on all pre-war.
