just in any random place in cold-feet glacier, he carries around a fossil and lives under ground. once you see him for the first time speak to richmond. then buy the "today's special" at the fossil guild, its some kind of berry. then go back to the cold-feet glacier and once you find him give him the berries. next get the mask lady and wear the oonga oonga mask, and every time you see oonga oonga he will dance then give you the fossil he carries around.
