In the power plant that is on route 9. At the Pokemon center go up to a patch of grass, go to the left until you find a hole in the gate, use surf and follow the water. Walk around the power plant until you find one, they are a little uncommon.

∙ 12y agoYou can't get Electabuzz in Pokemon Black only in White once you go to the unexplored cities to fill the National Pokedex then the regular Pokemon come back. But unfortunately no Electabuzz for Black. You could use a Action Replay to get him.
