If you're talking about the Squirtbottle that you need to wake up the "weird tree" (Sudowoodo), it's in Goldenrod in Johto. When you get there, go North until you pass the Rail Train tracks. To your right should now be the Gym. Follow the path under the gym and go into the upper house. The lady standing directly in front of you will give you the Squirtbottle. I hope this helped.
