Because you either have to be a member of the Air Force, or a civilian working for/with the Air Force that has been given rights to access the website.
Go to the Air Force Portal, then your VMPF. Click the self service actions, Assignments, Assignment Prefrences, View/Change Assignment Prefrence.

This can only be done with the RAW scores, if it has been calculated to the individual Service's scores, it cannot be converted
The chances are very good that he can. They check test scores from the ASFAB's in High School, if he didn't take them, they can schedule him for the tests. As long as his scores pass the Air Force Standards he should be okay. Check with your local recruiter to verify and for review of his qualifications.

You are testing against other people that are in the same rank so it depends on how everyone else scores, and it also determine how well everyone else scores in your career field. It also depends on how many people the Air Force want to promote.
U.S. Air Force Academy's 2014 25th-75th percentile ACT scores are 28-33 on the English section, 28-33 on the Math section, and 29-32 Composite.
