Sadly, Arceus is an event-exclusive pokemon, so it cant be caught without the Flute or event. If you do have the special flute, go to the pillar at the top of Stark Mountain, play the flute, and a staircase will appear, climb the stairs and find arceus.
There is an event for Black/White at the moment to get a dreamworld Arceus, lvl 100 currently running.
