Go to serebii.net it tells you everything. You cant enless you trade from poke pearl.Palkia isn't in Diamond, so you can only get Palkia with an Action Replay device cheat, or if you trade with someone that has Palkia from Pokemon Pearl.You cant get Palkia on diamond but to get it on platinum you need to beat the Elite Four. then return to the spear pillar and they should be there

Actually, You are supposed to beat the game, but you need the Adament and Lustrous orb to get them, and you find them in Mt. Coronet
