There are three legitimate methods:

Hatch Manaphy, and put it in the daycare with a Ditto and wait for the daycare couple to announce that you have an egg waiting. Hatch that egg, and it will be Phione.

3) Get Manaphy in a trade, and breed it with Ditto to get a Phione egg.
