One can play Pokemon Ranger on computer, usuing an emulator. Some recommended emulators are iDeaS and NO$GBA (which, as the title suggests, also works for Game Boy Advance games) Simply search for one of those two emulators, and you'll find their website and/or a place to download the emulator from.
Now, to play Pokemon Ranger 2 on the emulator, you just need to search for a ROM. There are many sites that have DS roms available for free, so just search "Pokemon ranger 2 rom" or even "Pokemon ranger almia rom", in case you can't find any the first way.
After you have both of these, you'll need to follow the instuctions that come with the emulator, or are on the official page. Remember that emulators are far from perfect, and games can be slightly glitchy graphics or sound wise, and some will refuse to play parts of the game- or the game at all. If this happens to you, just search for a different "ds emulator" until you find one that works.
