I assume you mean Togepi.

Togepi is given to you as an egg

Gold/Silver/Crystal and Heart Gold/Soul Silver in Violet City I believe.

Fire Red/Leaf Green is given to you on Island 5 (the water based side) accessible only after gaining the National Pokedex.
